Placing them in water without the protective membrane removed with peeling causes bacteria to grow. To cool boiled eggs, allow them to cool at room temperature and then refrigerate in an open bowl. We are talking about water which is water is supposed to be potable, aren't we? I can see that is one is very sick with a very poor immune system, one must be especially careful. But our bodies are meant to handle bacteria. While drinking water is not exactly sterile, it is not sewer water either. I have always cooled eggs in cold water (it makes them peel much easier) & have never gotten ill -- even though I sometimes leave hard boiled eggs in the fridge for several weeks before eating them all. And I have lived more than half my life in the country with untreated drinking water from shallow wells. While chlorinated city water is not what I would call an ideal beverage, it has far less of a bacteria load than country water, and I have never had problems with either water for cooling eggs, even when the shells have cracked during boiling.
