The recently enacted Fair and Accurate Credit Transactions Act of 2003 or FACT Act requires the Secretary of the Treasury to conduct a study of the use of biometrics and similiar technologies to reduce the incidence and costs of identity theft - specifically as it applies to financial transactions. Public comments are " welcomed " on how Treasury should formulate and conduct the Study. This appears to be the forerunner to implementing a future mandatory biometric form of Identification - particularly as it relates to financial transactions. What range of biometric solutions could the private sector use to reduce the incidence and costs to society of identity theft by providing convincing evidence of who performed a given financial transaction? **What are the public's concerns with the use of biometrics?** This industry will be submitting comments on how this could be applied. ONLY the public - you and me - will address the area of privacy concerns since the manufacturers, financial institutions, consultants, etc. will NOT be addressing this issue. THERE HAS ALREADY BEEN A CAMPAIGN GOING ON FOR THIS TECHNOLOGY. Watch for identity theft commercials now running on mainstream television. There are many news reports weekly on this...this CAMPAIGN is already being deeply woven into the fabric of our society for acceptance. We MUST pointedly submit our comments of privacy concerns on this matter. We have a short window of opportunity here. We must get involved in this matter and voice our opinions. Once the decisions are made, we will have to make tough choices for ourselves and our families. The outcome of this study and the subsequent biometric form of choice may include DNA, fingerprinting, iris scan, RFID chip implant, facial scan, speech recognition, etc. I urge you to get involved and to pass this on to everyone you can including the media today.
