My first impression is that it is a disease or he is watering it too much. As far as recommendations is concerned, I could only suggest an idea that I would try but not being a hortaculturist, I don't know for sure. I would sprinkle some MSM powder around the base and water it once and then not for another week. Penny has had a lot of experience growing plants and may have some better ideas.
