Here the second part of winter is cold and dry, more 'bitter' really, if i would characterize it as a flavor. Today the temperature is 4 Celsius humidity is about 69%, and so of course not so bitter and certainly not as 'astringent' as the rest of Canada, including the prairies, which is much colder AND much drier (e.g. Winnipeg is -24 C today!) THe astrologers use adjective saur, the phonetic spelling of a sanskrit word. saur means related to sun. Thus mean solar year is 365 days, 6 hrs and few mins. This year is termed saur varsha. Similarly Chandra refers to an entity related to moon or her orbit. Thus Chandramana Ugadi is the first day of hindu calendar, based on moons movement.
