Goodness knows how much a South African dram would be, enough to fill a kudu horn, perhaps, or an elephant's tooth. Well I guess the difficulty in deciding how many drops are in a ml comes about because of the viscosity of the various essential oils. There are certainly more like 30 drops of orange or lemon to a ml, probably about 20 drops of lavender, but fewer of a thick (viscous) oil like sandalwood or vetiver or benzoin. And as you say, droppers vary too. Hence the aaagh! So we just have to agree that the average is 20 drops to the ml. A useful general guide. I asked my class of 8th graders if, when they grew up, they had a chance to help standardize the weights and measurements systems that they would do so. They laughed but who knows what these young people can do when the right seed is planted. I know that I will sure be looking forward to some wonderful benefits.
