Tisserand & Balacs suggest that it should not be used in therapy, either internally or externally. This is because of its constituents, 31-65% alpha-thujone, 8-15% beta-thujone, 7-15% fenchone and 2-3% camphor. But as you say, maybe the lye process of soapmaking renders it harmless.
