First I would suggest a natural-ingredient exfoliant cream, followed by a couple of drops of lavender and tea tree neat onto the palms, rubbed in and covered with cotton gloves overnight. Then I would start wondering what is causing this? Is it something your friend is using in the way of handcream/rubber gloves/detergent? Or if you want to go all Louise-Hay-like, is there something he/she can't handle ...? Does prickly mean itchy and/or rough? You can use sandalwood, lavender, patchouli, benzoin, frankincense, rose, any of the emollient essential oils in a vegetable base rather than an aqueous cream or other synthetic cream.
