According to Taber's Medical Dictionary, it is a barrier membrane between circulating blood and the brain, preventing certain damaging substances from reaching brain tissue and cerebrospinal fluid. Cerebrospinal fluid is a water cushion protecting the brain and spinal cord from shock. In other words, it's supposed to filter out the toxins, etc. in blood that can damage the brain.
