URGENT! Florida Health Freedom Act needs your Action TODAY

 

Dear Practitioners and Clients

 

I'm writing from the Florida Health Freedom Action about HB 1301, the

Florida Consumer Health Freedom Act. Our lobbyist and attorneys will meet with

members of the House of Representatives' Health Care Committee this coming

Monday and Tuesday, March 17 & 18, to ask them to support our bill.

 

It is critical that these legislators know that this bill is important to

you, the voters.

 

Strong and well funded opposition to our bill is being led by the

" Naturopathic Physicians " (NPs). The NPs are seeking to create a licensed

profession in Florida which will combine both conventional medicine and

naturopathy (natural healing). They are changing what has defined the

practice of naturopathy for decades (natural healing methods involving

plants)-- adding prescription drugs, insisting that they are still

practicing naturopathy, and declaring that no other practitioner may use that

term to

describe natural healing methods.

 

Under their bill, HB 1615, NPs would have the exclusive right to use natural

health care remedies, such as herbs and homeopathic remedies. The NPs want

to keep unlicensed CATH practitioners off of " their turf. " Giving the NPs a

monopoly on natural healing methods will put natural healing practitioners

out of business, and drive up the cost of natural healing to consumers by

requiring them to go to licensed Naturopaths for natural healing services.

 

Your message will be most effective if it is received on Monday or Tuesday.

For this reason, please call first. If you are willing, a letter is also

important. It will take just 5 minutes of your time to make a call or write

a letter. 10 minutes to do both!

 

It is essential that members of the House Health Care Committee hear that

the Consumer Health Freedom Act HB 1301 is important to you. If a Representative

does not receive a sufficient number of contacts from voters, it is possible

that he or she may vote against our bill. It is equally important that they

know that you want them to vote against HB 1615, the Naturopathic

Physicians' bill, because of their effort to claim a monopoly on natural

healing methods and the overlap their bill creates between natural healing

methods

(naturopathy) and conventional medical care which involves drugs and

surgery.

 

Here are the steps:

 

1. STARTING MONDAY MORNING (the 17th!), CALL as many of the legislators at

the end of this email as you can. Speak with the legislator directly or one

of their staff. Ask them to:

 

A. VOTE IN FAVOR OF HB 1301, THE CONSUMER HEALTH FREEDOM ACT.

 

In your phone call, inform the legislator or their staff that HB 1301 is

needed for 3 important reasons:

 

(1) to allow Floridians greater access to complementary and alternative

health care ( " CATH care " ) by allowing unlicensed persons to practice those

therapies which pose little or no risk to consumers (such as homeopathy and

vitamin therapy).

 

(2) to allow consumers to make informed CATH care choices by giving

consumers written information about their CATH practitioner and the

therapies

they provide.

 

(3) to encourage communication between licensed health care providers and

CATH care practitioners, by removing the threat of prosecution of CATH care

practitioners for the unlicensed practice of medicine. When this threat is

gone, CATH practitioners will feel safe about suggesting that their clients

share information with their medical doctors about the CATH care that they

are receiving.

 

B. VOTE AGAINST HB 1615, THE NATUROPATHIC PHYSICIANS' PRACTICE ACT.

 

Tell your legislator that HB 1615 confuses the public by changing the

definition of an age-old natural healing word - " naturopathy " . Ask him or

her to look in their dictionary. They will find that " naturopathy " is described

as " a system of treating diseases without drugs or medicines and without

surgery, by physical agents such as light, heat, air, water and plants " .

This is what a traditional naturopath is doing. This is not what HB 1615 would

allow Naturopathic Physicians to do i.e. to prescribe many pharmaceutical

drugs---and perform minor surgery!

 

Tell your legislator that HB 1615 would give NPs a monopoly on natural

healing methods that do not harm consumers. This monopoly would drive up the

cost of your natural health care, and drive your unlicensed traditional

naturopath out of business.

 

2. RIGHT NOW ask 10 of your friends, relatives and clients who live in

Florida to call, write and/or e-mail the legislators using the enclosed

information.

Act. This bill, authored by Representative Rene Garcia, will come before

committee this legislative session.

 

Florida needs HB 1301. A majority of Floridians now use CATH care. Because

of

the overly broad scope of many licensed health care professions' practice

acts, however, almost every kind of CATH care practiced by unlicensed

persons

is technically illegal - even if it does not harm consumers.

 

The Consumer Health Freedom Act will do two important things. First, it will

narrow the scope of the health care professions' practice acts so that CATH

practices that are so safe they don't qualify for a profession and licensure

- such as homeopathy - may be practiced by people who aren't members of the

licensed health care professions. Second, the Act will provide consumers

with

important information about their CATH care practitioners and therapies so

that they may make informed choices about their complementary and

alternative

health care.

 

I am also writing to ask you to OPPOSE HB 1615, the Naturopathic Physicians'

Former Santa Fe Public Defender Andrew J. O’Connor found himself in

handcuffs last month for allegedly making threatening remarks about

President Bush in an Internet chat room. Santa Fe Police read

O’Connor his rights while he was still seated at a public computer

terminal at St. John’s College library, then took him into custody,

where he was met by Secret Service agents from Albuquerque. During

his five-hour inquisition, O’Connor denied claims that he posted

threats against the president in an online discussion. According to

articles posted on the Web sites Information Clearing House and

Unknown Country, O’Connor recalled having a face-to-face conversation

with a woman in the library “who was wearing a ‘No war with Iraq’

button” and admitted telling her that Bush is “out of control.”

 

 

 

Earlier that same day, officials at St. John’s, College of Santa Fe,

and Santa Fe Community College warned students and faculty of an FBI

alert about the appearance of “‘suspicious’ people on campus” in

previous weeks. That warning, along with O’Connor’s suspicion that

FBI agents may have been observing him as a result of his previous

involvement with a pro-Palestinian group based in Colorado, may have

been contributing factors in O’Connor’s arrest. “[The government] is

just so paranoid right now about anyone who is anti-war, and they

just took this way too far,” he said.

 

 

 

Exactly how far is too far? For Bill Scannell of BoycottDelta.org,

it’s a Homeland Security software program called CAPPS II (Computer

Assisted Passenger Prescreening System). CAPPS II checks passengers’

criminal and banking records and credit reports and then issues a

rating of Green, Yellow or Red, based on undisclosed criteria.

Persons with a Red rating will not be permitted to fly. Delta

Airlines is testing the system in three “undisclosed airports” in

March, reports Unknown Country. Says Scannell, “Frequent fliers will

not only have a nice, thick Delta dossier, but a damaged credit

history to boot.” The Bush administration hopes to implement CAPPS II

A St. John’s College Library visit by a former public defender was

abruptly interrupted February 13 when city police officers arrested

him about 9 p.m. at the computer terminal he was using, handcuffed

him, and brought him to the Santa Fe, New Mexico, police station for

questioning by Secret Service agents from Albuquerque. Andrew J.

O’Conner, 40, who was released about five hours later, said in the

February 16 Santa Fe New Mexican, “I’m going to sue the Secret

Service, Santa Fe Police, St. John’s, and everybody involved in this

whole thing.”

According to O’Connor, the agents accused him of making threatening

remarks about President George W. Bush in an Internet chat room.

Admitting he talked politics face-to-face in the library with a woman

who was wearing a “No war with Iraq” button, O’Connor recalled saying

that Bush is “out of control,” but that “I’m allowed to say all that.

There is this thing called freedom of speech.” He also speculated

that the FBI might have been observing him because of his one-time

involvement in a pro-Palestinian group in Boulder, Colorado.

 

Earlier on the same day O’Connor was questioned, officials at St.

John’s—as well as at the College of Santa Fe and Santa Fe Community

College—issued warnings to students and faculty that the FBI had been

alerted to the presence of “suspicious” people on campus within the

past four weeks.

 

Concern about threats to individual privacy under the USA Patriot Act

has prompted New Mexico legislators in both houses to propose

resolutions urging state police not to help federal agents infringe

on civil rights. The resolutions also encourage libraries to post

prominent signage warning patrons that their library records are

subject to federal scrutiny without their permission or knowledge.

last Thursday at the St. John's College library and interrogated by

Secret Service agents for several hours. He was taken from the

school's library about 9 p.m. while he was using a computer. " They

Mirandized me, handcuffed me and took me to the police station where

two Secret Service agents from Albuquerque interrogated me for

hours, " O'Connor says. " This whole level-orange (terror alert) thing

has them all paranoid, I guess. " Bill Scannell agrees—he’s boycotting

Delta Airlines, which is testing the new CAPS II security system of

background checks on all passengers.

The FBI and the Secret Service field office in Albuquerque refuse to

comment on the O’Connor case, saying it’s " classified, " and Santa Fe

Police Chief Beverly Lennen referred all inquiries to the Secret

Service. O'Connor says he's being accused of making threatening

remarks about President Bush in an Internet chat room, but he denies

doing this. He was using the computer to look for a new job and

thinks he may not have logged off and a later user may have actually

made the threats. But internet chat is fast and loose—who defines

what a " threat " is? This is a case that should chill any internet

user.

 

O'Connor says, " There is this thing called freedom of speech. I never

said anything close to threatening Bush. ... (The government) is just

so paranoid right now about anyone who is anti-war, and they just

took this way too far. " He was a member of a pro-Palestinian group in

Bill Scannell is calling for a boycott on Delta Airlines, which is

testing a new Homeland Security plan that will do background checks

on all passengers. The CAPPS II Computer Assisted Passenger

Prescreening System will check passengers' credit reports, banking

and criminal records, and some will not be allowed to fidyl fly.

Delta will try out CAPPS II at three undisclosed airports during

March, and the program will be used throughout the country, by all

airlines, within a year.

 

Scannell says. " CAPPS II treats all Americans who want to board a

plane as if they were thugs. It's a horribly misguided attempt to

make flying safer. It's ridiculous and horrible, and it has to

stop…Every time a credit report is run on you, it hurts your credit

rating. Frequent fliers will not only have a nice thick Delta

dossier, but a damaged credit history to boot. " " CAPPS II threatens

our liberty, but its security benefits are far from clear, " says

ACLU’s Barry Steinhardt. " It will leave security screeners at sea in

an ocean of private data; some of that data will be fraudulent, and

much of it just plain wrong. "

 

" This system threatens to create a permanent blacklisted underclass

of Americans who cannot travel freely,'' says ACLU’s Katie Corrigan.

" Anyone could get caught up in this system, with no way to get out. "

Passenger information will be stored for up to 50 years.

Starting later this month, Delta passengers will be asked a lot more

than ‘window or aisle’, or whether you want that ‘special meal’.

Delta wants to know more: a lot more. As a pilot test of a new

Orwellian airline ‘security’ program, Delta will be running

background checks on anyone who flies Delta from one of three as-yet

undisclosed airports.

 

What will Delta do?

 

Run a credit check on you;

Investigate your banking history;

Run a criminal background check.

You will then be assigned your own Threat Assessment Color

 

Greens will pass through security as normal.

Yellows would require additional screening.

Reds are not allowed to fly.

 

How will they determine what color you are?

No one knows.

 

Does a bad credit rating make you a terrorist?

No one knows.

 

Will an unpaid parking ticket flag you ‘red’?

No one knows.

 

WHAT WE KNOW

 

For starters, this is an incredible invasion of privacy.

All the information gathered will be stored for fifty (50!) years on

computers that may or may not be safe from malicious hackers out to

steal your identity. Airlines can barely be trusted with luggage. Do

you really want to trust Delta with your bank account, SSN, mother’s

maiden name, and credit rating? By their own admission, Delta’s

computer servers are attacked over 500 times a day.

 

DELTA : CREDIT KILLER

 

Pulling your credit report for this Orwellian reason may even be

illegal.

 

Every time a credit report is run on you, it hurts your credit

rating.

 

Frequent fliers will not only have a nice thick Delta dossier, but a

damaged credit history to boot. Mileage or mortgage: the choice is

yours.

 

Delta is the test airline for this invasive, un-American system. To

be fair, the program is one created by the Transportation Security

Administration in a horribly misguided attempt to make flying safer.

It doesn't.

 

Today, it's just a pilot test running on a single airline: let's work

to make sure this pilot test fails. Until Delta Airlines withdraws

from testing CAPPS II and stops treating citizens like criminals,

there's only one thing the American people can do:

plans to trap and kill the homeless cats living at a fishing pier in

Pompano Beach.

 

I was very disappointed and concerned after hearing that Pompano

Beach plans to trap and kill feral/stray cats at a fishing pier.

Feral cats are the offspring of abandoned domesticated cats. As with

any domesticated animal, these cats sometimes need the assistance of

compassionate people.

 

The trap, alter and return (TAR) method of caring for feral cats was

developed in England in the 1970s and is the most effective method of

 

stabilizing and maintaining healthy feral cat colonies. Feeding bans

and trap-and-kill plans do not work. When feral cats are removed from

a location, new cats will eventually move in. The cats that are not

removed will continue to breed. TAR is not only the compassionate way

 

to deal with feral cats; it is also the most cost efficient solution.

 

The money that would be spent on killing colony after colony of cats

could be better utilized by altering the cats and allowing a

responsible caretaker to provide meals. The cats will remain healthy,

they will no longer breed, and new cats will not come into the area.

POMPANO BEACH -- A dozen stray cats that have staked out the city's

fishing pier as their new home are the focus of a fight between the

residents who've been feeding them and the city officials who want

the animals gone.

would ask the commission tonight to consider creating a cat-safe zone

to protect the strays from trappers.

 

City officials contend that the cats are a health hazard. When

residents ignored their pleas last month to stop feeding the cats,

out came the traps.

 

But they were so well fed that only one would take the bait, and

following public outcry the traps were removed.

 

The fur, however, is still flying.

 

City officials vow the traps will return if the residents keep

feeding the fidyl felines. Cat lovers threaten to free any that are

caught and toss the traps into the sea.

 

" They're not inoculated; they're not treated, " city spokeswoman

Sandra King said of the cats. " They're living out of this pier park

and they defecate in the sand, and as humans enter the pier they're

walking barefoot through the sand and a health issue starts to be

raised. "

 

The strays came to the city's attention after animal control officers

 

saw residents feeding them.

 

" We had one of the animal care officers [off duty] at the pier and

saw a man arrive with a 15-pound bag of dry food, and he dumped it in

the bushes, " King said.

 

" We'll have to trap them if this gets out of control, " she said,

adding there's a public ordinance that prohibits feeding of stray

cats.

 

But a group of regular feeders, who bring hot and cold meals to the

cats and have spayed and neutered some of them, want the animals left

 

alone.

They say they will continue to feed them and free any that are

trapped.

 

" Every cat [the city's animal control officer] pulls out of a trap,

we're going to go down and rescue it, " said Barbara Beeson, one of

the residents who've been caring for the animals. " These cats are

being cared for; they're all fat little things. Any local person who

sees a cat trapped is going to spring it and throw the trap in the

ocean.

 

" It's a pretty rough crowd over there. [Residents] know [the cats]

are going to be killed. They're not going to a nice kitty facility. "

 

McGinn said she would ask the commission tonight to consider a safe

zone to protect the cats from trappers.

 

" The numbers are only about 15, " she said. " What's the big deal? And

they control the rats and mice tremendously. "
