Yes its fine to play beej mantras in CD/MP3 near rudraksha beads so that they can continue to derive recharging energies from mantras. However, regular chanting of mantras by devotees is more important. Even once a day would be beneficial.

Yes playing mantras can also be done during other times of the day when not wearing the beads.

The Shiva Panchakshari Mantra (Om Namah Shivaya) is a powerful Mahamantra that can be recited in place for all rudraksha beads if a devotee cannot remember beej mantras.
