Please ask Ms Neeta Ji's staff to write on customs declaration as "Necklace, Birthday Gift". Hopefully with this declaration, they would not be drawn to the attention of the beads being 'seeds' and would not quarantine them. However, even if they quarantine the beads, it does not matter because irradiation does not spoil rudraksha in any way. I can assure you of this because I bought countless malas for many people and also have a large collection of personal malas for different occasions and stages of my life. Several of my malas didn't pass customs and they took for quarantine, I had to pay quarantine fees which I don't mind, and my beads/malas are fine after they arrive.
