It is mentioned first in Skanda purana , about a Siva Devotee After performing Siva puja one day his domestic cat walked in to the puja room. He had few spare Rudraksha. He tied few of them around the neck his domestic cat. The story goes that it was reborn-next life as a Siva Bhakta and finally obtained moksha. It is not sacrilegious to give Rudraksha to an animal. After all they are Gods creations. The same siva with in you is there with in the animal also.You are helping them to gain spiritual advancement.. It only shows your generosity and it is NOT an offence. Some animals eat meat. Can they wear Rudraksha? It is following swadharma. .Tiger follows it own Dharma. It is mentioned in Ramayana, Sri Rama and Sita Ji used to eat meat. (Refer sundara Kanda).He is following Kshatriya Dharma.
