The addressing of Shiva with His consort of Shakti, is usually done by tantrikas or Shaktas. Calling Parvati 'mata' or mother is also normally done by tantrikas and Shaktas. However, the mantra mentioned can also be used in daily life by normal Hindus to also seek the blessings of the Divine Mother and Shiva. Hope this helps.
