Its superstition like people thinking dogs are 'untouchable' or their handlers being of 'untouchable caste'. Shiva often manifests in the form of a dog to guide those who are lost. There's a story about Shankaracharya bathing in the river and having a 'chandala' (dog handler) splashing water on him. Shankaracharya said " O' chandala beware where you splash..... " The chadala made a reply which made Shankaracharya realize that he is Shiva Himself. Shankaracharya therefore bowed with obeisance. I can't remember the exact words of this story but its there in some holy book. Another example is people being afraid of owls but the mysterious Owl is the Vehicle of Mahalaxmi.
