Namskar Rajesh, yes you can wear Green Tourmaline as Mercury is your 9th Lord. Yes too that you can wear it along with your blue sapphire. There is no difference in effects between the stones you saw at Rudra Centre's site and Sri Richard's site. They are both Jyotish-grade stones.

The price is different because each place get their supplies at different prices due to quality, cut, weight, lustre and other properties. Its up to you where you wish to buy from. Use your Upaguru as a guide.

I have a 3-carat oval-shape Green Tourmaline from Rudra Centre for some years now. It has been very good for me and I'm still wearing it. The stone you saw at Rudra Centre's site is rectangular cut or what they call Emerald Step Cut.

Green tourmaline is the uparatna for Emerald. If you can afford Ratna Emerald, then go for emerald, otherwise get green tourmaline.
