As mentioned in another paragraph, the kings under the emperor Kartaverya are causing miseries to the saints and innocent people. Emperor Kartaverya was not able to control these kings. Lord Vishnu himself incarnated in the form of ParasuRama and established peace and balance in the society in those days. They may be an inner meaning behind ’21 times’ and killing ‘Rajasikas’ (RajoGunas). You can probably infer the statement “There is no sin in killing the sinners†in this context. In fact, Parashurama presented the Siva dhanus (bow given by Lord Siva to him) to Janaka. This was the same bow which could not be lifted by all the kings who came to marry Sita. Similarly, Parasurama spared DasarathA too. Parasurama killed only impious kshtriyas. After Kartaviryarjuna, his sons and grandsons, and also many other kings who ruled many of the kingdoms became very tyrannical and they did not follow dharma. Since this became a menace, the avatara of Parasurama cleaned up the earth from these rulers. The end of His avatar comes when he meets the next incarnation Sri.Rama Himself, who reestablishes the kshtriya clan to rule the world dharmically. The sloka in Ramayana explains this " rAja vamsan ... stApayishyati rAghavah " . It is said that Sri. Datta avatArA was primarily to preach the highest truth to Parasurama Himself. TripurA Rahasyam was the main teaching. My 2 cents.
