Namaste Vignhesh, karma was first manifested when humans were created

thousands of years ago, maybe more. During that time, people

performed good deeds or bad deeds. Then they get reborn again. During

rebirths, they either keep repeating same good/bad actions or same

karma. Others move from old pattern of karma to create new and good

karma. When person takes rebirth, karma follows them in mother's

womb.
