In modern times, the height at which to hold a rosary is one where the sadhak feels most comfortable while reciting mantras. For example, there are some persons whom I know, who suffer arthritis on wrist or elbow. They find it hard to hold rosaries at certain angles. Thus they adopt angles that suit them best. From thereon, they were able to continuously recite mantras without pain or discomfort. Some people hold the mala above the navel, some close to the heart region and some a little below the heart. Very few hold it near the forehead (unless the person wishes to, and has practiced this for long years. Otherwise its rather exhausting to hold the arm up for that long while chanting). Some people use a Gomukhi Bag to cover the mala while rotating it. If holding the rosary above the navel puts a strain on your right shoulder and distracts you, then its best to experiment with a few arm angles to find one that is totally comfortable.
