Lord Shiva is the Divine "Sad_Guru". The "Divine_Guru" is in Constant search for a "sat_shishya" to Inspire and Teach him and Totally Transform_his "Personality" to a "Divine_Personality ". For this (change to Happen) the Information (about a Human's Behavioural_ Patern) is Stored in His_Brain, which in turn is Held_Securely inside the "KapAla" of his/her Human personality. Thus "Lord_Shiva" (as a "Teaching_Faculty" ) holds "KapAla" (of the Symbolic Student : Shishya's_Brain) and it is so difficult to find a "sat_shishya" , that he searches and begs around for one. I hope this way of Explaination of the Symbolic Story (Brahma_Shaapa, etc.) of Shiva's being a "kapAlee", will quench your Curiosity.
