For this, whereever you may be this Festival should be celebrated with great enthusiasm & gaiety like Deewali & Dashehara. For this you should organise the people of your locality & should call a meeting to celebrate this Festival collectively in the nearby Shiva Temple nearer to your residence. As a devotee you yourself should contribute whatever you can & also appeal to others to contribute. A big pendal should be erected in the premises of Temple & whitewash, painting etc. work should be completed before minimum before 2 days of the festival. On the day of Shivaratri, lining with lime should be marked to the nearby temple & right from the early morning Shiva Bhajans/Songs should be played through Loud Speakers throughout the day till late night & two or three poojaris should be appointed in the temple for performing abhisheks & other religious acts. People should be allowed to perform abhishekas to Lord Shiva & if the number of devotees are large, proper lines should be arranged, so that everybody will be able to perform pooja & take darshan of the God. Free prasad or Sabudana Khichadi or Sarbat should be distributed to the devotees visiting temple & much more arrangement in your mind should be materialised to celebrate this festival great enthusiasm & gaiety. One should consult a proper panchangam for one's local area to see what day is correct for them. BOM MAHADEV!
