members that description of rudraksha mukhis higher than 14-face is

contained in Katyani tantra in Hindi.

I have no idea who the author is nor approx date of publication. All I know is:

Katyani Tantra is also known as Katyayani Tantra. It is said by some scholars not to have been published in English or Sanskrit. Others say it was a Sanskrit text that was translated into Hindi (an maybe English). Various parts of the elusive Katyayani Tantra is scattered across many Shrividya works. It is not considered a forgery. Its believed that information about Katyani (the deity) is found in the Karveer-Mahatmya and/or Devi Mahatmyam.
