The remaining 1/4 or eka-pada-vibhuti consists of Mahat-tattva. And within this Mahat-tattva there are numerous Brahmandas, and each has universe, like ours, and the earth is sooo tiny in this universe. And on this tiny Earth how many are Hindus? Specially by comparison to the gods in Vaikuntha. So surely it is correct to say the gods outweigh the tiny number of Hindus in this tiny Earth. No joke!
