Please see my comments below:

Apart from the 9L & 12L, 7H/L stands for foriegn stay. The Nodes also indicate

travel & residence abroad. Also, if the 4H/L are associated/occupied by malefic

will drive the native out of home.

I dont believe so. For within the country travel 3H/L and 9H/L are indicators.

Foriegn activity should be considered from place of birth. In the example given

by you, the baby's base/home should be USA.

Then there is the matter of getting permanent residency/citizenship abroad, then

in that case I believe home should be the foriegn country. Then again, in an

earlier mail by Gurudeva, he mentioned that marriages should be considered when

partners stay together and behave like husband/wife. In this case, one also has

to consider if the native in question considers himself perfectly at home,

abroad. some research needs to be done.

Since a that time he is abroad, then any indicators of travel would move him out

of the residence at that time/place.

Example, native of Indian origin moves to USA. Now any foriegn travel will

either be to home/India or other place than the current one.
