Dear Jyotish Gurus - Namaskar,

 

I have a few questions on determining the ruler of Aquarius and Scorpio based on Jaimini Rules.

1. Are the 8 rules simply chronological? Does it mean if 8 determines Rahu as the ruler of Aquarius then the 7 rules before it really do not count?

2. Or are is there some weight(age) given to each rule and the sum (sigma) of the weights determines which ruler is final?
