Does Ketu has graha drishti or not ?

The chapter on the birth of planets especially about Rahu – whose head fell and the body turned into a serpent called Ketu and his flag is the only one that “forks”. Has anyone seen the rise of Ketu (Dhoormaketu) to portend any good?

उभाभ्यां सप्तमं पश्यॆन्मान्दिराहुध्वजास्त्रयः॥ Meaning Mandi, Rahu and Ketu aspect 2nd house which is Dhana sthana from their right eyes,12th house or Vyaya Sthana from their left eyes and 7th house from both the eyes. This indicates that the above said planets have partial Dristies on 2nd, 12th houses from their positions and complete aspect on 7th house. The above
