This is same as civil hour. Just think of a delema when each hour in a day changes based on the length of a day. How to create a watch to handle that and how to communicate time. However when we consider jyotish, civil time is not much use and we need to astronomical basis for a day, that is Sunrise to next Sunrise. Similarly, the astronomical basis for a year 1 complete revolution of Earth around the Sun. If you consider the civil year, then you find that it is out of sync with the astronomical year and it is moving backward each year by approx. 5.3422 days. How to accomodate this duration! When we talk of a Solar year, I don't think there can be any alternative definition of a year other than One complete revolution of earth around Sun. Since solar year also has impact on the seasons, we need to take the precession of equinoxes also into consideration. So the most correct definition of year should be the period after which Sun comes to the same declination as it was a year before, which is the definition of Sidereal Year. Since the equinox preceedes in the zodiac, the sidereal is little higher than tropical year which marks the year with return of earth at the same point with respect to the fixed zodiac. " - The calculation of tithis is based on the Moon's cycle which forms the 360 savana-day year. Hence, 365+ fraction days per year is the answer to your question.
