Based on my experience (and also experience of Katave ji quoted in his book(let)s) I tend to believe that for Sama-Saptaka effects, being " Sama at least " is essential. However, I would add that certain combinations always work, particularly those involving JU or Ra at one end. Even Sa-Ma works over a wide range as in Shad-Ashtak also almost as bad as in 1-7. Others work probably with increasing intensity depending on their proximity to 0 deg or 180 deg axis.
