This is because Sun is in 12th house in rasi chart in Libra and Venus is in 10th house and saturn is in lagna,so which graha is more likely to cause neecha bhanga for sun? The difficulty arises in case of those people who have the same type of job all their lives - e.g. farmer. Amongst Kendras 10th is more powerful and since it is associated with 9L, powering up Venus will be good.
