An exalted planet in the star of debilitated planet will not do good or bad significantly. It is like a big vessel containing cotton.

A debilitated planet in the star of exalted planet is like a small vessel containing jems.

Though the 11th cuspal sublord is at exalted position, if the starlord is at debilitated position then one can expect less dowry.

Again in page 381, the exaltation and debilitation are discussed.

Hence the concept of exaltation and debilitation are exists in KP. It cannot be ruled out.
