As per details given Saturn is positionally in third house. As the orb between the fourth cusp and the Saturn's position is less than 3 degrees we can take it as in fourth house for prediction purposes. It is for the seniors to conclude on this point. This concept is based on the residential strength of planets. In parasara method, we know that the planets in bhava santhi will not give result. The Bhava santhi is in middle of two cusps in parasara method. As the orb between the fourth cusp and the Saturn's position is less than 3 degrees we can take it as in fourth house for prediction purposes. It is for the seniors to conclude on this point.
