You have to see the status by lordship, of the planet, in the Navamsa and

other varga charts. This makes all the difference in the world. For

example, if for Taurus lagna rising in the rasi chart, Saturn is in Aries

in the 12th, this reverts his neecha status to Vipreet Raja yoga status, as

Saturn is also karaka for the 12th. Now, if in Navamsa, such a Saturn is

neecha, but the lagna is Pisces, Sagittarius, or Cancer, then, even though

vargottama, his rulership of bad houses may diminish the supposed effects

of the Vipreet Raja yoga. If, as another example, neecha Saturn in the

rasi chart ruled bad houses, and therefore was devoid of strength, then his

status may improve significantly by being Neecha in Navamsa for a Libra

lagna. So lordship matters a lot in how you will assess the final veracity

of the neecha planet to yield any good results. Aspects of

benefics/malefics to such planets matters also, in how the final tally of

beneficence/maleficence will play out.

 

Otherwise, the standard reply to this question by most authors, is that

vargottama neecha planets improve slightly, but not much.
