Please give the birth data. Because, the chart you have given is not sufficient. We have to see the other special lagnas. To see the strength we have to see where they are placed from Aruda lagna lord. Here they are placed second to Saturn and Rahu is conjoined them.

 

For transfer of power to lagna or lagna lord, we have to see the rasi drishti not graha drishti. Here, these planets are aspecting the lagna, but not the lagna lord.

 

Moreover, 3rd lord Rahu also conjoined in the the Kendra along with other dusthana lord, which strengthens the VRY.

 

Plus, try to get more information from the native.

 

As of health, Jupiter is placed 8th from its own house. Although, it is the lagna lord, if it is placed in 8th from its own house, it destroys the house. That could be the reason for the natives ill health.

Here Mars and venus as lords of 12th, 6th in10th with rahu.Mars is powerfull in 10th house and venus getsneecha-bhanga as he is exaltedin navamsa and in 10th house which is the mostpowerfull kedra. So both arepowerfull and mars is aspecting the lagna with fourthhouse dristi.
