Parasara gives four rules for determining the strength of signs/planets (Chapter 46 Sloka 161 to 164). These are as follows: - ....." This is given in the lesson as a guideline for us to decide in determining the strength of the sign/planet. It is a general rule and it is not only meant for Moola dasa. The rule 2 ©, refers to deciding between different signs (Movable, fixed, dual). Second, about your chart, having planets in one Kendra and other 3 kendras are empty, is n't it ? Don't bother about the empty kendras. Because, if planets in more than one Kendra only, we should decide which kendra is strong, and we have to consider the strongest sign first. But, in your case it is simple, we have to consider the planets in only one sign. Now, you have to decide on the strength of the planets in that 'one kendra' to decide the initiating dasa planet. See, I am not an expert in Jyothish or in Mooladasa. But, whatever I know I have written here. May the learned Gurus correct me.
