The shatru bhava is Sag with Sun amd Mercury in it. It has a Rasi Dristi from the Moon and Garaha Dristi from Jupiter who is the lord if it as well. This would signify four opponents, but Mercury is very much combust, so I would say three. Although the shatru pada is empty, there's also three aspects by Ketu, Jupiter and Saturn. My analysis is that because they are not so strongly seen in the Arudha, it won't look like they are very threatening, although in reality they are.
