Before listing these other so called conditional Dasa's, he has also said that these are being used by others (refering to the other astrologers). He uses this term others also while talking about 7 Chara Karaka and recommends the 8 Chara Karaka. The conditional Dasa's are of no relevance unless they are really exclusive. As you have correctly pointed out that in your chart so many dasa's are applicable and have reached a dilemma on the choise.
