The process is the same as deciding Ishta Devata, yet it is recommended that the form is purely Devi, instead Ishta Devata can be any form. If Ishta Devata and Palana Devata is the same graha, you may consider asking whether the person likes Devi more. Kali can also be Ishta Devata you see. Now for the exact form of the Devi. I had written this on my website in answer to a similar query. Google is very handy, and if you simply search on google and write: 'srigaruda palana' you will get some good hits as to which questions & answers i have given on this subject. I wrote: The Palana devata are the 10 Digpala who rule the various directions for karma. (first hint = karma therefore karmakaraka = amatyakaraka) The fruits of the dipala are given by their wives of vadhu, also known as digvadhu. The fruits are sources of sustenance for the native. (second hint = second house is sustenance and in navamsa the karakas act as if in the ninth house, i.e. first house is ninth and the second is tenth. Therefore sixth is like second house) The digvadhu maybe the giver of fruits, but the fruits and their amount are all held by the Mahavidya. (third hint = worship the mahavidya of the palana devata to enjoy the fruits of the palana devata) Therefore the true Palana Devata is the Mahavidya as she decides all the fruits of this world. Who are they? From Sun-Ketu they are: Matangi, Bhuvaneshvari, Bagalamukhi, Tripurasundari, Tara, Kamalatmika, Kali, Chinnamasta and Dhumavati. Further the Lagna's mahavidya is Bhairavi. Mantras for Mahavidya have some strict restrictions. Chief among which is being pure vegeterian (not even eggs). If a person is not vegeterian then prefer not to advise mahavidya mantras. Instead you can get far with simply advising the mantra for the pratyadhi devata, i.e. for Ketu - Ganesh, etc. Advise Prasiddha mantras. I.e. namah shivaaya| for Shiva. For Moon you can choose: om matre namah|.
