I would like clarification on this as well. The seconds need to be taken into consideration when calculating the ardha nadiamsa. In the example I gave, the degree was 0.003 so the integer was zero. To round down would give zero, which is impossible, so clearly the integer had to be rounded up to 1. I suppose the decimal could be zero if both the minutes and seconds are zero, but this would be very unusual. In most cases, it would seem that the number would round up to the next integer.
