When the degrees of the planet keep on reducing at a fast pace, it is in the first phase of retrogression, then the rate of reduction of degrees becomes slower i.e. the successive degrees each day have smaller iner-day difference vis a vis previous week or so and that is the period of retrogression when it is achieving the stationary state. In between these there is a state where the rate of change of degrees is at its peak, as the highest retro motion. You have to see for quite a span of time the motion of the body and it is easiest visualised from the graphic representation in ephemeris. Hope you were not asking to judge the condition of planet from the horoscope with just planet amshas given.
