We are taught that Tara dasa applies when there are planets in all quadrants. However, I found Moola dasa to be particularly good in such cases and better than Tara dasa. In a telephone conversation, Sanjay also said that Moola dasa works better than Tara dasa. The summary is: Use Moola dasa always and more so if there are planets in all kendras.
