Rudram is all about glories of Lord as any thing, everything, as all names and forms in this universe. There is no prayer that's more purifying than Rudram. If you can, do it everyday. If not, do it when ever you feel like. Don't unnecessarily look in for right tithis, nakshatras to do rudra puja.
