I meant that Ra as AK doesn't get to decide who the Ishta Devata will be. It is decided by the Vishwatman how He wants to guide that native and hence zodiacal direction needs to be adopted as the Sun represents Vishwatman. Some references of Ra as AK in Robert-ji's new book is helpful. Ra doesn't take an exception because Ra doesn't have the opportinutiy to do that. This is as far as I can understand and communicate. I can't see how Ra's progression in degrees to its position of AK can be reckoned in a direction disparate to the ID's determination. ID is the guiding deity to onward, progressing soul, thus naturally being in 12th from it.
