Education is seen from teh 4th, and higher education is from the 9th. What is the exact definition of higher education then? It's a little bit hard to distinguish between them. For example, should we consider the mordern sudra-type technical college education to be higher education? Or should it be considered just in chronological sequence: What we learn in childhood is just education, and what goes above high school is higher learning.
