The city traffic police has started rounding up all the beggars found on city roads whether Clinton travels that route or not. According to traffic officials over 2,000 beggars have so far been rounded up and left outside the city with a kick or two and a strict warning that they should not enter the city limits before March 25. On record, officials say that it is a continuing operation as part of the " clean and green " programme and nothing to do with Clinton visit. A senior official involved in the operation however, admitted that the government did not want the western media accompanying the President to have a glimpse of beggars and other negative elements and blow these up, overshadowing all the good works. The arrested beggars have been divided into two groups. Those disabled are sent to beggar homes like the one at Kukatpally on city outskirts or just let off with warning. Able bodied beggars are put through counselling and sent to work for wages. Hundreds of stray dogs have been caught and shot dead. The Municipal Corporation of Hyderbad (MCH) has started impounding goats, sheep and even monkeys. About 200 monkeys were caught by the MCH staff on Monday to prevent any simian trouble during Clinton visit. All city-based dairy farm owners have been told to keep their cattle chained and not to allow them roam on the roads till the visit was over. The cattle would be impounded and sold in auction in case they violated the government instructions they were told. Warning not withstanding, people still leave their cattle to roam.
