In the days of yore when the communication of the question was verbal, then the time of query related to the time of the questioner actually meeting with the Jyotish. It is possible that the questioner would be an old person who could not bring the query, but sent it in the hand of a messenger, then the time at which the messenger brought the query to the Jyotish would be considered. Thus, the basic premise of a Prasna chart is the time at which the Jyotish actually opens the query/ letter/e-mail and does the chart. For this traditional astrologers like me believe that there is a Divine intervention in the making of a query and that it is the wish of Sri Jagannatha that I have to see it at a particular moment. Thus the time of receiving the query is important.
