I was under the impression that the order of kakshyas (also horas) was based on the distance from earth. That's not quite correct. It seems to be the increasing order of average speeds (w.r.t. earth). Saturn is the slowest. Then Jupiter. Then Mars. Then Sun. Then Mercury. Then Venus. Then Moon. Finally lagna (earth's self-rotation) in the case of kakshyas. Regarding Dina-natha's question: Sorry, I can't think of any philosophical significance of the order of speeds.
