Its connected to Papa-purusa (embodiment of sin0 who sits in the grains in this day. From Jyotish point of view it decrease agni, anger, fire, pitta, outbursts etc. Its also perscribed in Garuda Purana. The time of fasting (for Vaisnavas) has some special rules which are described by Goswami in Hari-bhakti-Vilasa.
