Emergency workers said they were trying to reach at least 18 people believed to be buried under the debris. The workers had been digging out the foundations for a huge commercial complex in the city's Jasola district. Reports suggest the pile of excavated earth collapsed when a large billboard was put up on an adjacent site. Officials told Reuters TV they believed 18 people were trapped 50ft (15m) underground.
