I use "4 step method" developed by Mr. Gondhalekarji. In this method orb used for aspects is 3 Deg 20 Min. 2. There are many examples in KSK Readers using rotation of Ascendants. If the person giving Horary No. is related to the native, the Asc is rotated as per his relation to native. But if the querent is not related to native (completely stranger) then KSK has suggested that the Asc be rotated to 9th House (representing strenger). As an Indian, I am stranger to all other countries and hence I always choose to rotate the Asc. accordingly. At least for me, this gives accurate predictions most of the times. For a third person, the chart has to be rotated to 7th house. It is my view.
