What is the prime house of foreign travel?

Is it 9 or 12?

I know 12th as house for foreign travel and 9th is a supporting house as

long distance travel.

 

9th of 9th i.e 5th may indicate long travel for higher study, (Say a

student from Kolkata got admitted in a college in Madras) but will it

decisively tell about foreign travel?
