Independence

supporters have been celebrating the result

 

 

 

Montenegro

is to formally declare independence from its union with Serbia in a special session of parliament

in the capital, Podgorica.

Members will officially recognise the result of a referendum

held two weeks ago, where a narrow majority voted in favour of breaking away.

 

Thousands of people are expected to celebrate the announcement.

But correspondents say Montenegro is a divided

society, with a significant minority backing the union with Serbia.

The last time the region was a country was at the end of World

War I, before it was absorbed into the newly-formed Yugoslavia.

Earlier this week the Montenegro Referendum Commission formally

confirmed the result of the referendum, in which 55.5% of the people voted to

secede from Serbia, just above the necessary threshold of

55%.

Negotiations between Belgrade and Podgorica on how

to disentangle the two states are expected to begin shortly.

They will include everything from property rights and university

fees to military facilities and work permits.

Next week Serbia is expected to

declare its own independence, finally bringing to an end the break-up of the

six republics of the former Yugoslavia into six

Dear Jorge and list,

 

Thank you for rectifying a chart for Montenegro based on the results

of a referendum on independence. The results favouring independence

were declared at 9 PM on 21 May 2006. This chart should be studied

in the future as an authentic chart for Montenegro.

 

A chart for Montenegro that is cast for the time when Independence

was declared yesterday should also be closely studied as a candidate

for an authentic chart for the country.

 

In the case of several countries, it has been established that the

time the independence is declared and celebrated by the authorities

is the correct time. The moment yesterday therefore also deserves

special consideration going forward and when testing the chart(s)

against predictions.

 

The news reports indicate the special ceremony took place sometime

between 6:47 PM (GMT) and 8:02 PM (GMT), giving a Libra ascendant.

Information about the exact time would be welcome indeed.

PODGORICA, Montenegro -- Montenegro's parliament declared

independence from Serbia for the tiny Balkan republic Saturday,

forming Europe's newest country and dissolving the last vestiges of

the former Yugoslavia.

 

The assembly ADOPTED a DECLARATION OF INDEPENDENCE, VERIFYING the

results of a May 21 referendum in which Montenegrins supported a

split from Serbia by a slim margin. The document envisages

Montenegro as a " multiethnic, multicultural and multireligious

society ... based on the rule of law and market economy. "

 

The authorities then raised a red-and-gold Montenegrin flag over the

parliament building and played the ancient Montenegrin anthem --

" Oh, The Bright May Dawn " -- as fireworks exploded. But only a few

hundred people celebrated in the capital's streets because of a

downpour.

 

The declaration says Montenegro's strategic national goal is

integration into the European Union and NATO, and the new country

will immediately apply for admission into the United Nations and

other international organizations. It also " expresses special

interest and full readiness " to " build good and friendly relations

with Serbia. "

 

" Long live Montenegro. The citizens of Montenegro, once and for all,

have brought back their country into the family of free nations and

states, " parliament speaker Ranko Krivokapic said after READING OUT

THE DECLARATION.

 

" This is the moment when new horizons open for my country, " said

Goran Novakovic, 32, a painter. " This is the MOST IMPORTANT DAY in

the entire century for this country. "

 

Danilo Radovic, a student, said: " The DREAM OF GENERATIONA of

Montenegrins has been FULFILLED. "

 

But Europe's newest nation WAS BORN with a faltering economy,

including 30 percent unemployment. The average monthly salary is

$440, and the economy relies on tourism on the country's 180-mile

stretch of Adriatic Sea coast.

 

No Serbian officials were at the independence ceremonies. And

conservative Serbian Prime Minister Vojislav Kostunica refused to

officially congratulate Montenegro's pro-independence leaders on the

referendum results.

 

But a message issued by the office of pro-democracy Serbian

President Boris Tadic wished the people of Montenegro " peace,

stability and overall prosperity " on their way to European

integration.

 

The proclamation formally ended the Serbia-Montenegro union, the

last shred of what was once Yugoslavia, following years of crisis in

the Balkans that began when the federation of six republics

disintegrated in violence in the 1990s.

 

Serbia opposed previous declarations of independence by Slovenia,

Croatia and Bosnia, triggering nearly a decade of wars.

 

Montenegro was an independent kingdom in the late 19th and early

20th centuries, but it abandoned its statehood to join a new Serb-

led Balkan union in 1918.

 

Montenegro, with 620,000 people, was the only republic to stay with

Serbia, but it gradually edged toward independence during the

autocratic rule of former Yugoslav President Slobodan Milosevic, who

died earlier this year while on trial at the U.N. war crimes

tribunal for his part in the bloody breakup of Yugoslavia.

 

Unionist parties opposed to the split with Serbia boycotted the

parliament session.

Thanks for informing us about the approximate time in

which the ceremony of the declaration of independence took place.

 

In many countries that became independent as a result

of a referendum, the closing time of the polls has been the rectified TOB. In

presenting the 18:56 degrees Scorpio rectified chart for Montenegro, I am just following

the same kind of reasoning, which came out after reading this article:

   PODGORICA – The election campaign of the

Montenegrin president built up to its grand finale last night with its most spectacular rally yet in the republic’s capital

Podgorica.

It was the last major chance for Milo Djukanovic to

impress the voters before the extraordinary parliamentary elections, which are

a precursor to an independence referendum. From midnight tonight, a media

blackout will be in force until polls close at

9pm on Sunday.

Dear Jorge,

 

The Montenegro Press reported that the official announcement had

been released in on-line news stories at 21:20PM and 21:21PM,

respectively.

From other accounts it appears the announcement was

read out at 21:30PM, which gives 6° 30' Saggitarius ascendant. The

chart information is attached.

Dear C.

 

As the pre-condition for Montenegro to become an independent

country (to get more than 55% of the referendum votes) was fulfilled, the

closing time of the polls was the official moment in which the new country was

born. BBC told they celebrated their new independent status all evening in the

The result is set to erase the last vestige of the former Yugoslavia.

The question of independence has deeply divided Montenegro, with its opponents

arguing it will damage economic, family and political ties with Serbia.

" Tonight, with the majority decision by the citizens of Montenegro, the

independence of the country has been renewed, " said Prime Minister Milo

Dear Jorge,

 

The poll may also be viewed as the conception and the formal

announcement as the birth.

 

By the time the poll was closed it was not yet certain what the

outcome would be. As we can recall, more than the 55% of the vote

was required to favour independence. The final outcome, 55,3%

favouring independence, became evident only some time after the poll

was closed. In addition to that, the formal announcement of

independence has been found to be the basis of authentic charts.

 

Before we decide, however, it would be wise to wait and make some

predictions and then decide on the basis of the outcomes which chart

gives the better result. As we know, predictions based on SA can

reveal the authenticity of a given chart.

 

Further to the last post, additional information shows the

international press was reporting on the formal declaration of

independence in Podgorica at 9:59 PM (EET in Copenhangen), 10:02 PM

(EET in UK) and 10:09 PM (EET in USA). At that time, the

announcement had been made. So we can assume it occurred sometime

between 9:20 PM and 9:59 PM, likely around 9:30 PM (a figure

reported in one of the local news stories but the context was

unknown as the story was in Serbian with cyrrilic script).

Thanks for the research on the most precise time of

the declaration. It will be very useful for our future follow up.

 

I agree with you in the sense that only the future

will tell us about the authenticity of the chart. That is why I am saying that:

DECLARATION OF MONTENEGRO'S INDEPENDENCE ON JUNE 3

PODGORICA,

May 31 (Beta) - The Montenegrin parliament's session to declare

independence will most probably be held on June 3, Speaker Ranko Krivokapic

announced.

Krivokapic

told reporters on May 31 that June 3 was " the soonest time for holding the

session " and added that he would not invite the representatives of

neighboring countries because this would be a formal

declaration of independence.

In

his words, representatives of the international community will attend the

session, although not everyone who has been planned because of too little time

till the session.

Krivokapic

said a large gathering would be organized on Statehood Day, July 13, in honor

of independent Montenegro, which " all its friends " will

attend.

Asked

whether he expected the deputies of the Socialist People's Party

to attend the session, considering that the other parties from the bloc for the

joint state announced that they would not be in the house on the day of the

declaration of independence, Krivokapic said he was " expecting the

deputies to perform their obligations. "

" It

is an honor to attend such a historic event and show that one is part of a

democratic and European Montenegro, " the Montenegrin

legislature speaker said.

With the vote confirmed, the government in Podgorica is

expected to push for a meeting of the Montenegrin Parliament to rewrite the

Constitution. This requires a two-thirds parliamentary majority, which might be

problematic if pro-unionist parties continue to object. Provided this is

successful, however, Montenegro would then be able to seek international

recognition and a seat at the United

Nations.

On June 3, 2006, the Parliament of Montenegro declared the independence of

Montenegro, formally confirming the

result of the referendum on independence.

The poll may also be viewed as the conception and the

formal

announcement as the birth.

 

By the time the poll was closed it was not yet certain

what the

outcome would be. As we can recall, more than the 55%

of the vote

was required to favour independence. The final

outcome, 55,3%

favouring independence, became evident only some time

after the poll

was closed. In addition to that, the formal

announcement of

independence has been found to be the basis of

authentic charts.

 

Before we decide, however, it would be wise to wait

and make some

predictions and then decide on the basis of the

outcomes which chart

gives the better result. As we know, predictions based

on SA can

reveal the authenticity of a given chart.

 

Further to the last post, additional information shows

the

international press was reporting on the formal

declaration of

independence in Podgorica at 9:59 PM (EET in

Copenhangen), 10:02 PM

(EET in UK) and 10:09 PM (EET in USA). At that time,

the

announcement had been made. So we can assume it

occurred sometime

between 9:20 PM and 9:59 PM, likely around 9:30 PM (a

figure

reported in one of the local news stories but the

context was

unknown as the story was in Serbian with cyrrilic

script).
